This is the software I'm using and although it doesn't have all the features of Hummingbird for 77$ its far more affordable to most people. Another great thing is the developers are willing to listen the customers and after I started using it about a month ago already has released an update with some of the requested features. If you don't want to spend money on software but still want to automatically find targeted followers then Twollow might be useful for you. Free version only allows you to target five users so it has very limited abilities but at least you can realize the value of finding targeted followers. You can also check out other ways to increase your Twitter following.

Yes Hummingbird is a bit costly but I suppose that is understandable since it offers lots of features. Its a shame that they have removed the trial option because I usually like to try out software before I buy
, Twitter snipe is a good alternative but you need your own hosting to try it out. One big thing I find lacking in Twitter Snipe is the ability to list some users so they want be unfollowed. Maybe they will take care of it in the next release.
I wouldn't pay for either of them. I rather invest that money on something else and get my followers manually.
Unless you have prominent other profile you can leverage ( eg – barack obama , Oprah , JohnChow ) then building a considerable following is bit a of a hard task. Building a following depends on what you want to do with Twitter , if you are in Twitter to follow some experts and learn from them then obviously you will find no use for these software.
